As the nurse is the most effective human resource that supplies overall service released from restrictive activities around already established hospital, they, nurse practitioners, should obtain the various abilities and experiences to adjust to the various kinds of health problems occured in primary health care areas. To execute these difficult duties, they must have the attitude of devoted social mission including ethical, moral, philosophical and religious faith. It’s functional character is as follows : 1. To have an independent, cooperative, interdependent function with the other healthcare teams and also screening function in the fields of health management, precaution, and medical treatment. 2. A guiding function to cause the understanding, cooperation and joining of inhabitants. 3. Administrative management function Planning organizing, Directing Coordinating, Controlling, Evaluation. 4. Educational function. 5. Function as a changing agent. In the primary healthcare that the response of inhabitants, beneficiaries, must be considered they have to try to search, nurse, and cure the clients and also practice the hygienic education for health improving. On the other hand, it also needs the grasp and analysis about the several conditions in the social medical aspects in order to know how many people recognize or understand the practice of health care. And somewhat, national investment is also demanded to educate an able nurse practitioner in this business. Moreover if we drve this primary health care business as a partial movement of the New Community Campaign, I believe, it will bring the better effect on our business in future.
